I was doing a lot of industrial/commercial HVAC system design when the first round of CFC changes came about. R12 became R134a, R11 became R123, R22 was granted only a temporary reprieve.
The general feeling in the HVAC industry at that time was these regulations were enacted because:
- DuPont's patents on the refrigerant gasses were about to expire
- The big manufacturers of commercial A/C equipment (Carrier, Trane, York, etc.) were experiencing a prolonged period of slumping sales due to a reduction in new construction.
Mandated use of new refrigerants equals new patents and sales of new A/C equipment. Of course these were all bar stool rumors, but even those in the industry doubted the stated reasons.
