Sometimes it works in LA.
If you want to travel north-south (or vice versa) through Downtown LA, sometimes it's faster to take the surface streets that parallel the 110 Fwy which goes through downtown. You pick the 110 up again near Exposition Blvd if heading south -- that way you avoid the I-10 / 110 interchange.
I have also used Sepulveda Blvd or some of the canyon roads (Beverly Glen, etc.) on the west side of LA instead of the 405 if that fwy is a parking lot. But if the 405 is jammed, so are the surface streets (typically).
