While in college our fraternity house would buy kegs of beer from the local distributor because it was cheaper. We never realized he didn't have a retail tax license and was doing something illegal (I know, hard to believe).
The beer distributorship was sold and the new owner was shocked at the past practivce and politely adament that he could not sell to us at any price.
Buying oil from an industrial supplier may be the same thing. It may be legal in your state, he may have a retail sales tax license for small quantity sales to employees and doing you a special favor, or it may be outside the law and tax codes.
