Agreed. Laws and rules are certainly different in different countries (and likely depends on what is required for the education in each country).
In the U.S. an optometry degree requires four years of study beyond a bachelors degree in college, including practical internships with a licensed optometrist. It is true this does not make an optometrist in the U.S. a specialist like an opthalmologist, but in most all states they are licensed to diagnose and treat eye conditions with medications (e.g., infections, glaucoma, etc.) as well as identify other vision health issues and prescribe corrective lenses via glasses and contact lenses. They often work in conjunction with opthalmologists referring patients to such a specialist when that expertise is needed.
I was just trying to clarify the differences in eye care one gets between going to just see an optician who does a vision test and dispenses glasses and going to an optometrist or opthalmologist who are more trained in providing more extensive vision care.
