It is a typical problem with multiple floors. The second floor does not get enough cooling on AC and gets too much hot air when heating.
You need to restrict the ground floor vents and dampers in the summer to increase Ac flow to the top floor. Top floor vents and dampers need to be wide open.
Some will have dampers in the basement that allow reducing first and second floor air flow.
Making seasonal changes is one thing. But in between seasons, this does not work when the weather is hot one day and cold the next.
Part of the problem is that the cold air is heavier and that reduces delivery to the second floor ducts.
A higher HP motor does not help by itself, the blower needs to run at a higher speed.
The proper solution is multi zone controls. This is expensive to retrofit.
Many high efficiency furnaces have PCM motors and some ability to change running speeds and the speed when the fan is left on.
