Here in NH there is no sales or income tax, so pretty much everything comes out of property tax. We have mostly small towns so everyone can see how the dollars in the town budget are allocated, and we actually vote on those budgets. There's a budget for every department (public works, schools, library, police, fire, etc.). Relatively little "borrowing" of funds between the various town accounts takes place and when it does happen it's all public record. Sometimes the borrowing is just a cash management issue. Big projects are usually bonded.
The correlation of spend and educational quality is just as questionable here as elsewhere, but if the standardized testing is anything to go by the deeper-pocketed towns do a better job, at least in terms of prep for college. Where those schools fail is on preparing kids who aren't interested in college. But these are off topic for this thread. The town departments, including schools, don't always spend the money they're allocated in the best ways possible, but that's a different issue.
