I used Eastwood Rust Encapsulator on the ceiling (interior roof) of my '80 5-door, the floor (under the back seat) of my '62 Falcon, and the roof (under the vinyl) of my '67 Fleetwood. It comes in brushable and sprayable and aerosol formulations, so you can use it pretty much anywhere.
At the time I chose it, it was either this stuff or POR15. I chose the Eastwood brand because it was helpful being able to talk to them about application, etc. They're very helpful! These days, Eastwood carries POR15 as well as their own product, so I'd maybe give them a call or shoot them an email and seek a recommendation.
For light surface rust, it probably doesn't matter what you use so long as you cut it off from air & moisture. I suspect any of the products on the market designed to contain rust will do you fine.
