The composition of the vapor coming off of a solution composed of two or more miscible (soluble in all proportions) liquids is related to the mole fraction of each component times its vapor pressure. The water will have the higher vapor pressure, being lower boiling than the brake fluid compounds, but being present in low quantity (low mole fraction), it will comprise an ever-decreasing proportion of the vapor as it boils off. In the end, you can't get rid of all of the water that way.
Also, since brake fluid has an affinity for water (hygroscopic, as you pointed out), the water may exhibit an even lower vapor pressure than you would expect, at any given temperature, making it even more impossible to distill it off.
Probably the only way to dry brake fluid would be with a dessicant. The stuff's so oily that I'd think you would have trouble with this, though.
