It can be difficult (and expensive) when pets get older and start having health and/or behavioral problems. We've adopted older cats, the last one 13 years old apparently in good health. Two weeks later we had thousands of dollars in vet bills.
I assume they have tried keeping the cat out of the bedroom? (Does she just urinate elsewhere that she shouldn't?) I also assume she's been checked for a urinary tract infection at the vet center, as that is a common cause of urination problems.
A lot in these situations depends on how dedicated one is to their pets (some would say how crazy). We have had multiple cats for many years and have never given one up or had one put down due to expense or inconvenience. At times this means confining an elderly/sick kitty to a room where he or she cannot do much damage, sometimes you have to get a bit creative. (For what we've spent in vet bills over the last few years we could quite literally have purchased a brand new Saab! But not everyone is in a position to go to that extreme.)
As others have pointed out, a no-kill shelter is probably the best bet given the circumstances, especially with the donation mentioned. We have quite a few such places here in NJ, chances are there are some out your way as well. That unfortunately means kitty will be confined essentially to a cell most of the time, though most shelters have staff that provide their charges with some play time and attention. And you never know, someone may visit the shelter at some point and give her a new home. (We've adopted older shelter cats that had been there a real long time.)
