...some of that has to do with the same thing there's a lot of arguing about here: whether you expect an electric car to function in more or less the same way as a conventional gas-powered car. Needless to say, in a gas-powered car you don't expect a significant loss of range when it gets cold.
I also don't think the manufacturers are being very forthcoming about how much range electric cars lose in cold weather. The quote from Tesla says the range loss will be "10% in cold weather, more if you run the heater". First of all, how can you not run the heater when it's 10 degrees out? Even if you could tolerate the cold, the windows would fog up quickly rendering the car useless (or very dangerous ;^)). And based on my wife's experience with her Volt (and yes this includes operating the heater sparingly) the range loss is a lot more than 10%. It's more like 40%, even when it's not that cold, like 40 degrees.
