Definitely at least do the interview for #1. The hiring process can be shockingly long especially for a large company, so even if they love you it might be a while before the contact you to hire you, potentially after you've had the chance to interview at job #2 which might make a quicker hiring decision. Don't worry about stringing along #1, everyone realizes you are likely looking at multiple opportunities and won't begrudge you taking a better one.
Of course if the timing doesn't work out, you're in a hard situation. Quitting job #1 right after you're hired certainly wouldn't be ideal, I would say primarily because it could damage your friend's credibility. If you get the offer, contact Job #2 to explain the situation and if they like you maybe they can make something happen a little more quickly. Just try and be honest and upfront with everyone. People change jobs a lot these days - especially in DC, I live probably quite close to your job #2 - and are pretty understanding of the challenges of the job hunt process, especially if they view you as a good candidate.
