I can't imagine any climate zone in the US where the walls (of a 4-yr old house) wouldn't be required to already have insulation.
Assuming it already has, you're not going to just blow in more, whether it be cellulose or polyurethane.
The windows are probably still ok, even if they were the cheapest available. The problem is most likely sealing up the housewrap around the windows, and/or properly insulating around the windows.
Trying to correct poor exterior sealing now is going to be difficult, but if they really screwed that up, you could be looking at potential moisture damage to the structure at the windows. If that's not a concern, maybe correct from inside, removing window trim, applying spray polyurethane, reinstall trim. If you've never used spray insulation in-a-can, be careful, be very careful, better yet, very, very careful.
