I recently purchased a mint cond. '91 VW Vanagon Carat (this has the ground effects pkg, coach seating inside with a flip up table, fold down rear seat/bed, etc.) Anyway, here in South Carolina, we pay a 5% sales tax, based on the purchase price - in this case $6500, with a cap at $325. The seller had just put in a new engine and threw in a bunch of extra parts and stuff, so I agreed to his asking price. It seems like a lot for an old VW, but they are fairly rare in this condition, and command a relatively high amount- or maybe I'm just a sucker. So that left me with a sales tax bill of $325, which I think is ridiculous for a 22 year old car. Is there any point in writing a letter to my congress rep to see if I could argue that the book value (or sales comparatives) for this y/m/m of car is more like $2500 or less, and that I paid more because of the extra parts that were included, condition, etc.? A DMV worker told me one time that the tax rate is based on some kind of established average value for the car so that people couldn't come in and claim to have paid $100 for a $10,000 car. But today she said it was just 5% of the sales price. Maybe that changed, but this doesn't seem right to me.
