A former employee of mine, Ed, had one heck of a nasty battle going with the Michigan Secretary of State Office back in the early 80's.
Ed was looking for a reliable and inexpensive car for basic transportation to/from his work as a Hi-Lo mechanic. He found a nearly new Olds Delta 88 with hardly any miles for only $1,000 and it might have been less costly than that.
The owners of the car went to Florida and left their deadbeat 20-something son home alone. The son either got high, or pissed at his parents, or both, and took a sledge hammer and utility knife to his parent's new Olds while they were gone. The parents sold the car when they returned as it would have been too expensive to repair and would have required a Police Report for any Insurance funds.
When Ed bought the car it was missing all window glass, all lights, the interior was in shreds, and the body was heavily dented all over. But the engine and drive train were almost brand new and Ed was a mechanic. Local junk yards yielded enough usable parts to make the car driveable again for little cash, and the remaining dents didn't matter on a car used just for work transportation to an industrial plant.
Ed was certain he had found the deal from Heaven.
Then the Secretary of State demanded more money and threatened criminal fraud charges against him for claiming he bought a nearly new $9K car for under $1K. No Police Report to substantiate Ed's story of extreme vandalism damage turning a nearly new car into a battered hulk of metal with no seats.
I don't know the end result. Ed may have been forced to pony over the additional Sales Tax money (Michigan was 4% at the time) to avoid court and lawyer costs.
