If you change pads first, you push dirt and gunk and old fluid back up into places you do NOT want it to go, like the Master Cylinder and ABS components (if your car is so equipped).
If you change the fluid first, you clear out most or all of the gunk, old fluid, etc that could contaminate other parts, and when you install the new pads, all you are doing is pushing CLEAN fluid back up into the ABS components and MC (or open the bleeder while you push the pistons back in).
Fluid first, then pads...
