The liquid line [small] should be warm after it flows through the condenser coils. If you listen near the furnace and feel the small line, gurgling and surging indicated that the flow has slugs of gas and that is indicative of a low charge. The large line from the evaporator coil at the furnace should be cool and any exposed fitting may be wet with condensation.
If a 10 SEER unit, a high efficiency unit would reduce your electrical costs.
For this year, you can get a $300 tax credit for:
Split:
EER>=13
and SEER>=16
You need to replace the condenser and evaporator coil as these combined carry the manufacturer's efficiency rating. I don't think that you can do only the condenser. The existing copper lines can be used.
If the old system fails, get a new high efficiency system and don't put money into repair of the old system.
With some systems, you can get a thermostat that helps control humidity and temperature. These typically work with furnaces that have variable speed furnaces and/or condensers or heat pumps that have two stages/speeds. Running the condenser for longer cycles at a lower speed will remove more humidity that shorter cycles at full capacity.
When I replaced my furnace/AC with a new furnace/heat-pump, we found that system was very much quieter than the old system.
