If safety is a QOL issue, perhaps the question is more QOL than safety. Where do you want to be?
I am happy where I am in NE Kansas. High above flood plains, not many floods otherwise, no land slides, no wild fires, no earth quakes, no hurricanes, no sea level rise, clean air and lots of sunshine. No risks of local social unrest, no obvious corruption in governance. Cost of housing and living is moderate, taxes reasonable. I will take the summer heat, T-storms and moderate tornado risks. The drought for a few years had everyone worried. But we have had a wet spring and it rained 3/4" here last night. So that concern is a bit out of mind. [head in sand?]
After living in Ontario Canada, the winters here are relatively mild and brief. The snow typically melts in the next day or two.
And, not much salt on the roads here. Saab's are happy!
San Diego has a wonderful climate that is very appealing from that point of view. Would like to visit again.
