I wouldn't give up just yet. Find out what the laws are... as pointed out they differ state to state, town to town. Start with the your town's website and work from there for zoning and the states for licensing requirements. Got any questions, just call the town's offices.
Also, if you don't want to make your neighboors mad, perhaps your service could be to do the work at the customers home. That may also give you a work around zoning, (google this one).
Regardless you'll want insurance just in case (plus it makes you more credible). If you have personal liability coverage, it may (and I say may) cover a certain amount of commerical activity.
