I'm not sure the going rate for that bike but $650 isn't too much to pay for a decent bike in decent condition especially with collectable qualities. Expensive bikes can depreciate pretty fast and are usually a great buy used. Mid range bikes like yours also depreciate pretty quickly initially but then hold their value relatively well for a while. But upgrading parts prior to selling doesn't usually pay back fully. I bought a $1200 kona 2 years old for $600. I've put that much into the bike (completely new drivetrain, went from 3x9 Shimano to 1x9 SRAM, new wheels, new seat, eggbeaters etc etc), and now it's about 10 years old, and probably still only worth about $500 or so...
anyway, bikes are cheap: my bike cost an order of magnitude less than my 9-5! $650 is a few months of gas... etc... enjoy!
next thing you need is the full matching kit (I'm more interested in hunting down one of the jerseys than the bike - I've got too many bikes already!)...
