<They put in too much ballast>
No, they didn't put enough ballast in.
Actually, popular believes when I was growing up was that with the King suddenly late in the building state of the ship ordered a second deck of cannons without giving them the time to widen and lengthen the ship to cope with the top heavy design, scientist have calculated that it would not have been possible to load the ship with enough ballast even if they had wanted to.
Now after so many more years of developments and study's they are less sure who to blame and why the ship was too top heavy.
