I think that the only criteria used in determining whether a tire is M+S rated is the ratio of tread block to open space (and that the open space isn't comprised of longitudinal ribbing). The idea being that a tire that has space between the tread blocks can evacuate mud and grip in snow.
Of course, we all know that rubber compound, siping and a whole host of other things (like the tread design, etc.) play a huge role in how a tire performs.
The M+S rating is nearly worthless to describe a tire's ability to perform in the mud or snow... except that racing slicks or near-slicks for track use wouldn't earn an M+S rating.
As to the OP, I agree with others here who would suspect an old tire which has degraded. Any tire short of warm-weather performance tires should not feel slippery in the rain, regardless of the temperature.
