FWIW, over the past 11 years I've been a manager at a large corporation and hired well-over 100 engineers.

Been to dozens of job fairs, conducted hundred of interviews, and reached more than a few conclusions about the talent pool of society at large.

There is a hard core segment of society -- maybe 5%-10% -- that is fundamentally unemployable either through a lack of what it takes to hold on to a job, poor to nonexistant social skills, a complete lack of knowing what it takes to complete a task, an indifference to or dismissal of any kind of authority, etc.

WalMart hires a large number of those people, trains them in very basic work and social skills, and makes them employable by others in the future. In my opinion, they're doing society a favor by keeping many people off the taxpayer rolls.
