some thoughts :
can you run it with the vent discounted or the hose to an outside window - this would eliminate the venting as an issues if the dryer runs well but you may already have addressed the vent
is there a humidity sensor involved - I think typically older electric dyers had a high heat safety cut out and then the thermostat sensor but newer ones often have a humidity sensor as well.
how are the drum seals - if they are leaking then heat that would normally go out the vent will instead build up in the dryer.
lastly I think I recall that some motor itself has a centrifigual switch that when a certain rotating speed is met then the circuit is closed and it allows the heating element to power up - check your schematic if you have one.
