I can't speak to the Vintage/Historical plate fees, but for all others it sounds like something was screwed up with your Viggen.

Here, each vehicle is assigned a Class that is based upon the original MSRP (they may include options per the VIN, not sure) and then there is an Age modifier.

For last year's plates the applicable Excise Tax component (there are others) of the Indiana Certificate of Vehicle Registration was:

2007 9-5 Aero SC: Class 15, Age 6, Tax $169
2004 9-3 Aero SS: Class 14, Age 9, Tax $50
2005 9-5 Aero: Class 15, Age 8, Tax $91
2005 9-5 Arc: shh, don't tell anyone, but they messed this one up
1998 Honda VFR800 Class 7, Age 10, tax $12 (which I thought was the min, but...)
Utility Trailer: Class 0, Age 4, Tax $8

One can easily argue whether these taxes are "right", but the system makes perfect sense.
So your Viggen might be a Class 13 or 14, Age >12, Tax $12 (maybe more, but I thought ALL vehicles once they hit over 12 years were down to the minimum, which used to be $12).

On top of Excise, you have a Wheel Surcharge Tax of $20 and a State Registration Fee of 21.05 (last year's charge). So I would guess your Viggen out the door of $53+. This would be for renewal. First year would have title fees and sales tax.

What really burns me is that they charge the same Wheel Surcharge Tax for motocycles as cars (and single axle light trucks, I believe). This Tax originated a couple decades ago to help pay for road maintenance costs.
