at first I thought you were suggesting urban car sharing as an alternative to buying something like this (which might be a valid point)... I see what you are saying. Around here a lot of the car share vehicles are yaris or fit, maybe prius. Most can't haul that much, but still significantly more than the Elio... The folks I know who use those programs just do so to bring home items they can't transport by other means... so carrying capacity is somewhat valuable, if in an economy/fuel sipping context (most cars in the programs here are hatchbacks).
I suppose different people will use vehicles different ways... but for short distances, walk or bike works for us. It's the long commute (especially in inclement weather) where having some form of motorized transport becomes more valuable. And an addition to that - long commute where A to B is not well serviced by public transit. Eg here commuting to downtown by transit is faster than driving and cheaper (cost of parking).
I have often wondered why anyone would buy a smart car (I call them "stupid cars"), since they don't provide a whole lot more utility vs a bike. Do they really save much gas vs a slightly larger economy car? At least this Elio will be more cost effective up front.
One thing I wonder though... why not just use 4 wheels? does it really save much $$ in parts cost?? or is it one of these "it's a motorcycle so the regulations are less stringent" kinds of a deal?
