salting roads is expensive!! It's the labour of having people drive trucks around that costs. The system they have now works very well at keeping the roads clear. In the city, one almost does not need snow tires at all now. Within 24 hrs of a snow fall most roads are completely clear. Any small snowfall results in wet major roads that are clear as soon as the snow stops. Because of this, I am thinking of keeping our summer car on the road this winter! I am starting to think that picking 1 or 2 dry road days each month to let 'er rip out on the highway is better for it than storing it in a garage (potentially subject to vermin, rusting brakes, battery decay, etc).
But imho, it shouldn't be that way. What a waste of money. Roads should be plowed if there is >3-4" of snow accumulation on them and salted and/or sanded if there is ice build up. Normal cars with snow tires can handle that much snow and it would eliminate >50% of the road clearing work on our roads and keep salt off them for probably a month or 2 longer in the fall. Quebec actually now mandates winter tires and I think that is a good thing. They also allow studs (banned here).
The reason I say this - about 5 or 6 years ago, we got a really good snow year. Loads of it. A few inches from breaking the record. The last 2 months of that winter, the city's snow clearing budget was completely blown and they had to stop plowing as often. The streets had huge piles everywhere and we had to drive through snow. They did nothing unless it dumped and everything was fine. There were probably more collisions the first (5cm plowed and salted) snowfall of the year than through March and April of that year... It would save our city millions of $$ annually to operate that way (or even closer to that way) as the norm... sigh...
In the end, there are those who would rather "save money" by having clear roads and not buy winter tires... and then replace their rusty mazda every 3 years... I'll stop ranting!
