I think some torches have a "personality" and you have to find out what works best for yours. My torch likes to be treated the opposite of what the other posters indicated - if it's not on more than about 3/4 it won't light.
Also I use one of these to light it:

It's a lighter with a little piezoelectric spark mechanism built in - when it's new you use its flame to light the torch. When the lighter's fuel runs out, you can still use the spark to light the torch.
