OK, I don't know if there is a protection circuit for the USB ports on a laptop, but surface mount fuses have been fairly common in the power supplies for the fluorescent tubes on older LCD displays - I have replaced dozens of these which blow when the electrolytic capacitors die and short out. I have yet to open up a LCD display that is illuminated by LEDs (much lower power), so perhaps this is now history.
