Well... it's possible the claims are exaggerated but the underlying principles are sound.
The lift and timing of camshafts is a compromise - without variable valve timing, one set of values has to work for all combinations of load and RPM. VVT can help, but often has a limited range and in most implementations can't control duration.
While it's unclear whether it can control lift, the Koenigsegg system can infinitely and per-cylinder (per-valve actually!) control both valve opening and closing time - that's huge.
Although I will say I'm skeptical of the "2-stroke at some times and 4-stroke at other times" claim... there's more to the design of a 2-stroke engine than just valve manipulation.
And as far as one cylinder breaking and the engine keep running for years... that's fine but I don't think a 3-cylinder 9-5 would be the most enjoyable car to drive.
