Tire rubber age hardens and old tires have unsafe losses of traction. You may first see this in the cold and wet. High mileage rated tires are the worst. Low traction from day one and they are often unsafe well before the treads worn down. Lots of highway miles in hot summers accelerates the aging.
Old tires should be discarded even where there is lots of tread. If you cannot stop well in the wet, you need new tires. You should be doing max effort braking tests in the wet to see how well you are connected to the pavement.
I get high performance tires for the braking distance advantage and corning is then also more fun. Performance tires are more about safely than boy-racer. Think accident avoidance and the added tire costs as the cost of safely. Spend money to avoid accidents. Insurance only helps when you have a wreck.
When you see the stopping distance tests of new vehicles, what you are seeing is determined by the tires and the [ABS] braking system has a minor effect.
Remember the Porsche accident that killed Paul Walker? The vehicle was a show room queen, rarely driven. It had 9 year old [original] tires. They both were killed by old tires. They were used to driving on new tires, the way that they drove reduced the life expectancy of tires to days or hours.
