I do not know the particulars of the age of the tires on that car nor the type of road. Not ALL 45 mph zones are the same. There are plenty that can be "safely" driven at 90, for a short period, with a capable car. Assuming the proper stretch of the proper road, it's conceivable that Paul Walker thought that he the type of tire performance that car deserves.
I'm not giving the guy a pass, I don't know the particulars, just imagining possibilities.
