This is simply not true:
"A turbocharger essentially reuses hot exhaust gases — energy that would otherwise be wasted — to increase engine power in a smaller space."
The turbine works on a pressure drop and the pressure comes from increased exhaust manifold pressure and that takes HP from the pistons that have to do work to pump out the exhaust gases against the difference of pressure VS crankcase pressure which is basically zero. This increased exhaust manifold pressure also shows up as increased exhaust gas temperatures. Some of this energy cost is recovered as increased intake manifold pressure and that then delivers some HP to the pistons during the intake stoke. There are losses in the turbine and losses in the compressor stages.
Also see claims that the turbo is powered by free energy.
The increased MPG's are not from the turbo. The MPG's are increased because the engine is smaller. There is less friction and when cruising to make highway MPG's a smaller engine has less manifold vacuum and there is then reduced pumping losses across the throttle body VxDelta_P. In general the theoretical peak thermodynamic efficiency of a Otto Cycle engine is at wide open throttle where pumping losses approach zero. [In a diesel engine there is no throttle, only fuel volume is varied.] Newer engine cycles are changing the game... another story.
