I hear what you're saying, but that is not the reality of the situation. Chrysler's website lists the base 200S at $21,700 - I am not sure where you got $22,890. The base 200S is comparably equipped to a Focus or Corolla of the same price. While the 200 does reach upwards, it's peak configuration it about eight grand less than the Fusion. The 200 ends up occupying a price-space between "nicely equipped compact" and "minimally equipped mid-size." Once you wrap in incentives the 200 ends up significantly cheaper than any Fusion and can even end up cheaper than a Focus. My coworker just bought a loaded FWD four cylinder 200C for #21k. You couldn't buy a Fusion SE for anything near that money.
Chrysler is doing exactly what Ford did with the Contour and the Fusion originally - offering a much larger car for not much more than a smaller car. I'm sure this is in part because Chrysler doesn't have an actual small car, but probably also because the 200 has a lot of proving to do after the 1st generation stinker. It might change in the future, but right now, dollar for dollar, the 200 is much cheaper than a similarly equipped Fusion and roughly the same price as a Focus. Seriously, do some shopping and you'll see.
