I also had a 1983 C900, and yes, the parking brake is on the FRONT wheels and works by clamping the normal brake pads to the normal rotors. Because of the way it is configured, the caliper mechanism would sometimes get corroded in normal operation and the parking brake mechanism could get stuck in place; this is most likely what has occurred on your car. As I recall, there is a lever-type fitting that comes out of the bottom of the caliper that attaches to the parking brake cable - if you can get to it, moving this lever may help.
