I personally reject "the cloud." Conceptually it is a step backwards 40-50 years to the days of the old computer service bureaus where you ran your applications and stored your data on some remote mainframe using a terminal. Today it means you don't know where your data will wind up or who will have access to it under what conditions. I prefer to keep things more under my own control. (That's one of the reasons I do not use Apple, Google, or Microsoft products myself. I have no problem getting stuff done without them.) But that's me, your mileage may vary.
Given that Windows 7 will have security updates through January of 2020 and Windows 8.1 through 2023, unless you expect to keep your current hardware significantly beyond the date when your support expires there is little practical reason for the upgrade.
I did the Windows 10 upgrade myself in a virtual machine to play around with it. Frankly I see nothing compelling, in fact out of the box it is pretty obnoxious. I did set up Windows 10 with a local account only - no Microsoft account - and have spent most of my time with it learning to disable as much of its built-in data sharing as possible.
My advice for business users would be to tread carefully. Those that I deal with will not be upgrading current machines, we'll integrate Windows 10 in gradually as needed with new PCs. Having worked in EDP for about 40 years now I've learned to be cautious about introducing changes into a production environment.
For home users of course it really doesn't matter, give it a spin if you like. Just be aware of what the defaults are regarding data sharing and change them if not to your liking. Microsoft is doing this for their benefit, not for yours, but it is possible your interests may coincide. You might want to do a full image backup of your current operating system to make going back easy if you find Windows 10 not to your liking.
