I believe that the FPR does not increase pressure under boost to make the mixture richer, but adjusts the pressure so that differential between the rail pressure and the intake is constant. This keeps the injector flow rate constant regardless of vacuum or boost.
The amount of air coupled with the injector duty cycle (at a constant differential pressure) determines if it is a rich or lean charge.
