I'm kind of fascinated by abandoned cars too (each one must have at least a somewhat interesting story) and hate seeing any car rotting away, but surely there are plenty of easier 900SEs you can acquire more easily? I am shocked that Lowes is letting it sit in their lot so long though.
My guess is someone drove it down from WA and couldn't get it smogged or registered in CA for some reason and just ditched it, or possibly some students or young travelers just left it after it fulfilled its purpose to them, who know? When I lived in Sydney, there were probably a half-dozen abandoned cars in walking distance at any given time that would eventually get tagged and towed. Registration and inspection were onerous, especially for out of state cars, and young backpackers who got a cheap car to see the country would just abandon them when done.
I think you already mentioned you best bet, a PI, maybe one in WA. They'll have access to the state registration database (I have no idea how, but I guess certain other private entities like insurance can get it too) so it's just a matter of a quick look-up for them. Call around, explain what's up, and see if someone will do it cheap.
