In the late 1970's, I worked for Bombardier LTD. and they were importing Puch models to North America.

We had a law firm working full time get states to pass laws that were different for mopeds than motorcycles. the law firm stated the Moped association of America or something like that....

Something like under 2 HP and needed pedals....some states had 14 yrs as the minimum age.

I did not agree with it but it was a great scam and most of the laws are still on the books.

One quarter the sales in NC jumped through the roof.....we found out that drunks who lost their license were buying mopeds because there was no driving license needed. The parking lots at the bars were packed with mopeds!!
