Too many unknowns here.
Do you trust the shop?
Why were the rotors replaced?
How old are the front pads?
If the rotors were replaced for something other than scoring, and the mechanic believed the existing pads to be nearly pristine, then it would be wasteful to install new pads.
Of most concern in any decision should be the safety of the vehicle.
