It was improved in 1999 when it became the 9-3. The rating jumped to "acceptable" from "marginal". YouTube it, you can watch the difference.
The offset test was new at the time, and indeed challenging...however, the 94-98 900 performed worse than average - likely the result of the already outdated Opel platform that was used at the time.
As far as I know, we'll never know how the classic 900 would have done in such a test. Much older design, but maybe it'd do quite a bit better.
In defense of the 94-98 900...real world injury/death rates proved to be much lower than average for cars of a similar vintage/size.
