HEPA for your car. It certainly will increase the filtering ability of your HVAC system but I really doubt it would protect you against COVID-19.
My thoughts (I am not a doctor or a medical professional or a microbiologist or anything to do with virus - although I do have degrees in environmental engineering but still don't know much about viruses)
COVID-19 is not so abundant in our air that it would need to be filtered out of the open air. If it was, my guess is that you would catch it the moment you left your car OR if you ever opened a window in your car.
My education with microbiology is minor BUT I recall that one of the identifiers for viruses is that they were termed as "non-filterable" because they are very very small.
N95 filters are considered by the public as the gold standard for a face mask to have to protect one from the virus. They only filter 95% of substances greater than to 0.3 micron in size. (there are higher level mask but they have their limitations too) The COVID-19 virus is smaller than that (perhaps 0.10 micron). A micron is one-millionth of a meter or equivalent to 1/25,400 th of an inch. HOWEVER, any mask or covering is effective since the the method of transmission is either a sneeze or cough in which the virus is attached to some glob in your expelled material - the glob will be stopped by the mask - a cloth across your nose and mouth - thereby stopping the virus. The mask also protects one from putting their hands on their mouth or nose but not your eyes - all of which are the places the virus finds it way inside you on its trip to your lungs.
HEPA filters may filter out some viruses but the bigger question is can your car HVAC system pull or push air through a HEPA filter. Also I don't know what particle size a HEPA filter will filter.
