Having done something similar, i picked up one one thing you said ... Strip the hood! Trying to paint and sand your way out of millions of stone chips is not worth the effort. I spent some 30 hours painting and sanding my daughter's 2005 9-3 hood. Sanding in the middle of the hood is difficult due to flexing of the metal...so no downward pressure at all, otherwise you get divots. And when the paint is thicker with old and new coats, the windshield washer nozzles don't snap into place.
