This deck is only 5x5, yes you can re-orient the joists. You already have doubled 2x6 (or are they 2x8?) around the perimeter of the deck.
Repurpose the existing joists; remove them and rotate them by 90 degrees. Use hangars like chip suggested. They will be ~15" on center. then you lay your decking in the same direction as the steps. No need to leave the center joist although you could if you prefer it.
