Our youngest lived in Raleigh from 2004 to 2009 and had these same experiences. In part because snow fall seemed to occur at 30 degrees F. The warmth from tires would melt the snow, then the water would freeze turning streets into Hockey Rinks.
By 2009 the City had purchased Brine Trucks to treat their streets, preventing the formation of ice.
