You say the blame is with GM and Sylvania for poor headlights in the USA. I disagree & suggest it is the fault of our US regulators (NHTSA et al). GM installs decent headlights in Europe and other regions. Sylvania and others make good headlamps and bulbs used in other regions. But the US mandates use of a poorly designed headlamp, reflectors and bulbs. Maybe I should not say "poorly designed" but instead say "archaic". The reg's might have been good 30,40,50 years ago but they have not been updated (even the Frenc have moved, agreeing that yellow headlamp bulbs are not necessary) to relect improved lighting technology. I'm using e-codes and the difference is light-years (forgive the play on words) compared to the US-mandated lights that came with my SAAB.
Maybe the car & lighting manufacturers should be pushing for (improvement) change. But I think more of the fault lies with regulators not keeping up with technology - or applying too much red tape to facilitate improvement.
