I'm from Denmark - where DRLs have been compulsory for more than a decade and work as they do in your Canadian Saab (though I'm surprised to hear about the headlamp washer/wipe thing).
Now I live in Luxembourg (Belgian market carwise) so my Aero was delivered without the DRL fuse (just to make quite sure those Belgians don't turn on their headlights until there's total darkness outside ...). I just leave the low beams on all the time; since they're automatically switched off with the ignition there's no problem really.
BTW my father lives in Canada (Montreal) and I drove his wife's Pontiac something during my visit last Christmas and that car had the silly DRLs where the tail lights are off - didn't like that one bit!
Where in Canada are you?
