Follow my thoughts here:
Here in Scandinavia all new cars sold here were obliged to have Daytime Running Lights, years before we actually had to use them.
-Meaning, older cars could drive with lights off but on a new car you couldn't switch them off.
-Eventually the DRL law came, and we all had to switch them on.
HOW DID THEY DO IT?
As this was a "scandinavian phenomena", and scandinavia is a (relatively) small marked, most car manufacturers didn't bother to make special wiring looms for us.
As a result, over 90% of the DRL's were DEALER-FITTED. Someone came up with a standarized wiring scheme including a couple of relay's and a crow's nest of wires, and they all followed the lead.
NOW, IMAGINE
a reversed situation. A scandinavian car exported to the States, with lights impossible to switch off. What do the dealers do...?
Tamper with the wiring loom. (definately what I'd call FAULTY)
AS for the Scandinavian Saabs, the instrument illumination went dark with the rest of the lights when the switch was turned off, BUT ONLY IF you'd disconnected the DRL-socket in the engine bay.
If not, parklights, instr. lights and 70% dip beam was ON, with the switch OFF.
