I agree with Bob - Statoil (one of the big oil producers here) is probably more competitive than multinationals like Avis/Hertz/Europcar etc.
Example from their web site (special price over Xmas/New Year period, so not really typical):
Saab 9-5 unlimited mileage, 7 days, about 400 USD.
I don't know if you can call free (800-like) numbers from outside the country, but if so, their car hire division is on +46 20 25 25 25.
Otherwise, the main company switchboard is on +46 8 429 60 60.
I'm sure they'll be able to help you, in English.
If you can follow the instructions you can send a message via a web-mail form on their site http://www.statoil.se under 'Kontakta kundservice' (= contact customer service) - select 'Biluthyrning' (= car hire) from the drop-down list.
You haven't chosen the best time to visit Sweden - it can still be pretty cold at the end of February, but have a good trip, anyway.
