Any holiday times are cheapest for hotels and (especially bigger) car rental - when you're paying for something yourself it's generally more price sensitive.
In Sweden, summer rates usually apply from midsummer (22 June this year) until the end of July/early August.
The snow should be gone by April, except in the far north, but the best weather is in June and July.
July is the traditional holiday time - everyone gets at least 5 weeks off, and most seem to take 4 of them in July. Many small businesses and shops are closed then - there's no concept of providing a service to those who have time to use it, and international trade just grinds to a halt, but everyone is much more relaxed and friendly than normal.
