Bob,
Why shouldn't he be the road police? Have you ever seen the real police stop someone for following too close? I never have - guess there's not enough revenue in it.
Also take issue with your claim he's making the situation "more dangerous". If the person who's following 3 feet behind you is going to get a sudden "heads up", I think it's safer when at least one party knows it's going to happen, rather than waiting for a true emergency situation when there are a lot more variabes to deal with, and fewer options.
